Campaigning for free education
NUS NEC notes
1. That national conference 2006 voted to change NUS's policy from support for universal (i.e. non-means tested) grants to support for targeted (i.e. means-tested) ones.
2. That the amendment which established this new policy called for “a fair means-testing system with a higher basic grant. ”
3. That, in an earlier vote, conference also voted to campaign for “a grant that covers living costs ” and to “make ‘tax the rich to fund education' and'scrap all fees, living grants for all' slogans in our national campaign ”.
NUS NEC believes
1. That the only element of our funding policy which has changed is the issue of means-testing.
NUS NEC resolves
1. To reaffirm the other elements of our funding policy;
- A grant which covers living costs in HE and FE
- Against lifting of the cap, against all fees in HE and FE, tuition funded out of general taxation.
- Tax the rich and business to expand education.
- Solidarity with education workers fighting against job cuts, for better pay and working conditions and for decent public funding of our institutions.
2. To make ‘tax the rich to fund education', ‘scrap all fees' and ‘living grants for all' (or ‘living grants now') key slogans at the November 2006 national demonstration, in line with NUS policy.
3. To organise a second term mass lobby of Parliament alongside the Socialist Campaign Group of Labour MPs.
4. To encourage CMs to organise demonstrations and occupations on their campuses in protests at the introduction of top-up fees this Autumn.
